Chelsea Slapped with £10mn Fine, Suspended Transfer Ban for Agent Rule Breach
The Premier League club has been handed a suspended transfer ban and a £10 million fine for breaching Football Association rules.
Chelsea were initially given a suspended six-point deduction along with a fine, but the points penalty has now been replaced by the suspended registration ban. The club had admitted to 74 breaches of FA regulations covering agents, working with intermediaries and third-party investment in players.
Owners Todd Boehly and Clearlake Capital self-reported the breaches to football authorities in 2022, when they were in the process of buying the club from Russian billionaire Roman Abramovich. This move has been welcomed by the club, which has issued a statement confirming that the FA process has now concluded.
The £10 million fine imposed by the regulatory commission will be invested into grassroots football. The FA said it is continuing to investigate individual misconduct arising out of the case.
Chelsea's appeal board replaced the points penalty with the suspended two-window registration ban, which is suspended over the same period as the initial six-point deduction. This change was made after the club appealed against the initial sanction.
The club had entered sanction settlements in regard to the matter with the Premier League and European football's governing body UEFA. Chelsea's statement acknowledged the club's cooperation with regulators, stating that it "has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents."
The FA has now concluded its proceedings against the club, bringing an end to all regulatory proceedings. The club has confirmed that this decision brings a close to the matter, with the £10 million fine serving as a reminder of the importance of adhering to FA regulations.
Chelsea's future transfer activity remains uncertain, with the suspended transfer ban set to be in place until the end of June 2027. The club will need to navigate this period carefully, ensuring that it complies with FA regulations to avoid further sanctions.
